Minimum necessary data, and file references instead of original files

We store only the minimum necessary data to start the application, perform qualification, and link core records. Original files remain with the participating entity, while the system stores references, permissions, and scopes only. Sharing between entities happens only under the person's consent and an appropriate scope.
